An excellent model of Italian administration in the field of renewables? Veronica Pitea, President of ACEPER (Association of Consumers and Producers of Renewable Energies), has no doubts. ACEPER represents 10,000 renewable energy production plants, with over 7,000 members and a total installed capacity exceeding 2 GWp. She states: “As a positive example, the Municipality of Magliano Alpi, the first Energy Community in Italy, definitely stands out.

It’s a small reality but a true excellence in renewable energy in Italy. This shows that anyone can achieve certain results. It all depends on how the Communities are managed,” Pitea continues. “Often in Italy, they are poorly managed due to a lack of information and maintenance. The State shares some blame because there is a significant delay in issuing the “CER-Renewable Energy Communities” Decree, which was supposed to be launched last year, but we are still waiting.

For this reason, I wouldn’t speak of a lack of efficiency on the part of the public administration, but rather a lack of information reaching it and, above all, a lack of implementing decrees from the Government. A total of 63 municipalities are ready to start with the CER project, and ACEPER also has hundreds of pre-assignments ready. But we need to understand how many of these will become solid realities because we first need to understand how to work, based on which criteria. The market, in general, is at a standstill because many companies are waiting for the PNRR tenders. How much will be allocated for the world of energy efficiency in general, and later, how much specifically for the Energy Communities?”
