In the wake of the agreement reached by the European Council in recent days, which included among the measures for EU member states the provision for “accelerating the simplification of authorization procedures in order to speed up the introduction of renewable energy and networks,”

Also, ACEPER (Association of Consumers and Producers of Renewable Energy), the organization that brings together 10,000 renewable energy production plants, representing over 7,000 members with a total installed capacity exceeding 2 GWp, has outlined a ten-point plan for the new government’s priorities in the renewable energy sector:

1. Energy/1: Make regulations operational and issue new ones to facilitate the installation of photovoltaic systems on residential buildings, businesses, and underutilized agricultural areas.

2. Energy/2: Protect all businesses by setting a maximum price to prevent company shutdowns.

3. Energy/3: Define the selling price of energy produced from renewable sources to stimulate investment in the sector and accelerate the transition to renewable energy.

4. Biomethane: Implement the new decree and simplify the procedure to speed up the conversion of existing plants from electricity production to biomethane or LNG production.

5. Strengthen incentives for companies for training and hiring employees in all sectors and industries that need rapid growth (the renewable energy sector alone currently faces a shortage of at least 500,000 workers at all levels).

6. Issue all new decrees for the efficiency improvements of structures and plants.

7. Transport: Promote a plan for transitioning to green fuels to revive a struggling sector and make road traffic less polluting.

8. Energy communities: Issue decrees to simplify and further incentivize the development of energy communities to allow those with space but no consumption to invest with those who have consumption but no space, with significant benefits for all involved parties.

9. Plug & Play Photovoltaic: Encourage the spread of home energy self-consumption systems to reduce the impact of energy costs for families, even in densely populated neighborhoods.

10. Abandoned industrial areas: Promote the redevelopment of abandoned industrial zones for sustainable projects to restore productivity and dignity to these areas.

“As the main representative of the renewable energy sector, I agree with Giorgia Meloni’s electoral program when she states that the primary goal in the energy sector should be to increase the number of plants powered by renewable sources. We at ACEPER also have ideas on how this can be achieved quickly: the sector does not require major incentives but rather effective use of existing ones, starting with the PNRR. Another crucial issue in the renewable sector is unfortunately the lack of technical/specific preparation among personnel in various ministries, which often results in poorly designed regulations that create entropy at all levels. It would be good if the new government honors the electoral promises made by the parties that comprise it.” This was stated by Veronica Pitea, president of ACEPER.
