Energy, Aceper: “Government Priority? New Regulations for Photovoltaic System Installations”

The ten-point guide from the Association of Consumers and Producers of Renewable Energies directed at the new government

Naples, October 25 – Following the agreement reached by the European Council in recent days, which included measures for EU member states such as “accelerating the simplification of authorization procedures to speed up the introduction of renewable energies and networks,” ACEPER (Association of Consumers and Producers of Renewable Energies) has outlined a ten-point guide for the new government’s priorities in the renewable energy sector. ACEPER brings together 10,000 renewable energy production plants, with over 7,000 members and a total installed capacity exceeding 2 GWp. The ten points are:

  1. Energy: Make existing regulations effective and introduce new ones to facilitate the installation of photovoltaic systems on residential buildings, businesses, and underutilized agricultural areas.
  2. Energy: Protect all businesses by setting a maximum price to prevent company closures.
  3. Energy: Define the sale value of energy produced from renewable sources to boost investments in the sector and speed up the transition to renewable energies.
  4. Biomethane: Implement the new decree and simplify procedures to accelerate the conversion of existing plants from electricity production to biomethane or LNG production.
  5. Incentives: Strengthen incentives for companies to train and employ staff across all sectors that need rapid growth (the renewable energy sector alone currently faces a shortage of at least 500,000 workers at all levels).
  6. Efficiency: Issue all new decrees for the efficiency improvement of structures and plants.
  7. Transport: Promote a transition plan towards green fuels to revitalize the struggling sector and reduce road traffic pollution.
  8. Energy Communities: Issue decrees that simplify and further incentivize the development of energy communities, allowing those with space but no consumption to invest with those who have consumption but no space, benefiting all parties involved.
  9. Plug & Play Photovoltaics: Promote the spread of domestic self-consumption systems to reduce the impact of energy costs for families, including in densely populated areas.
  10. Decommissioned Industrial Areas: Encourage the redevelopment of decommissioned industrial zones for sustainable projects to restore productivity and dignity to these areas.

“As the main representative of the renewable energy sector, I agree with Giorgia Meloni’s electoral program, which states that the primary task in the energy sector is to increase the number of plants powered by renewable sources. We at ACEPER also have ideas on how to achieve this quickly: the sector does not need major incentives but rather effective use of existing ones, starting with the PNRR (National Recovery and Resilience Plan). Another crucial issue in the renewable sector is the insufficient technical and specific training of personnel in various ministries, which often results in nonsensical regulations that create entropy at all levels. It would be good if the new government honors the electoral promises of the parties that compose it,” said Veronica Pitea, President of ACEPER.
